Almost immediately, the other Silvermane officer quickly gestures at another guard down the hallway who tells them that yes, he was handcuffed. He was definitely handcuffed when they brought him here and he was handcuffed up until Pela and Gepard showed up.
But whether he remained handcuffed is another question entirely, as the act is almost always only an option for someone like Sampo. It's a good thing, then, that they've gotten there before he had the chance to escape.
Gepard steps up to the cell, holding a hand out between the bars. Don't force him to get inside that jail cell and manhandle him.
"Hand over the cuffs, Koski. You're not keeping those under my watch."
