This is his office, in Qlipoth Fort where he has just a little less authority than the Supreme Guardian herself, and Sampo is the interloper. Technically, he would be within his jurisdiction to arrest Sampo, and to do worse than just arrest him, probably. He could do basically anything that he wanted to Sampo, and give any reason for it, and there wouldn't be anyone in this building that would argue with him.]
